Planned and reactive work are two different agreements

Planned preventive maintenance is scheduled, priced, and calendared in advance. It covers the tasks that fail predictably: sealant and caulking renewal, roof drain and scupper clearing before the wet season, line painting, door closer and hardware adjustment, lighting sweeps, and filter changes coordinated with the mechanical contractor. The value is that the cost is known before the year starts and the failure is avoided rather than repaired.

Reactive work is unscheduled by definition, but the terms around it should not be.
